Question Missing Menus

I downloaded some plugins that I’d like to get running. Things like givemeFPS and a few UI and menu enhancements. However, all the videos I watch on how to load them show you clicking the menu button on the left of the UI (the one with three lines on it) and turning them on through a plugins menu in there. The videos have a long list of options in that menu but I only have three: navigation, user preferences, open/save. I’ve looked through all the tabs in user preferences thinking it may be in there but I’m just not seeing it. Am I overlooking the obvious or just watching the wrong tutorials. I’d appreciate a nudge in the right direction.
