Some peope still upload that, but you don't need it anymore. It's just a convienient way to have a list of all dependencies. In the early days of the Hub we uploaded that file together with the VAR. That doesn't make sense anymore, as the Hub can extract and display VAR dependencies itself now.
So, the file is just legacy stuff. You can ignore it
