I don't have a Quest headset, I have a Pico 4 and use VD on the latest version (VaM and VD) without any issue. If you think this is a problem from VD or Oculus try using a older version of the software.

There's a "Control" target in there, it's the person's root control. You can try deleting that target and see if that allows you to reposition the person while keeping the animations still working. If that doesn't work it's going to be too much of a pain exploring other options.
