I already have a solution for the method that you've described - I have a Vive tracker with a waist belt. It is quite effective at transmitting waist movements.
It works, but not very well. I think the problem is that the quest 3's downward facing cameras don't seem to account for hip rotation, which does a lot for accurately representing a thrusting hip. Basically, I have to rock on my feet in order to get a proper hip thrusting motion going.
