Thanks to @Origin69 Blender texture painting guide I finally got it done.

Looks good.

One thing I didn't include in this guide is you can use Chokaphi's Decal Maker plugin to adjust the translucency or shade to help blend it with the skin while in vam and export the result to use as a decal without the plugin. I've found it the easiest way to make tattoo's look more inked/permanent rather than on top of the skin.

It was especially useful to get the right shade of blue for the Nord tattoo style I wanted for my Huntress Look, as eyeballing the shade was way too bright on my first attempt.
