Does It mean that I can't use his hair as hub-hosted?

I'd guess so as it is indeed not on the hub anymore

I think you should check it yourself but I don't remember him posting hairs on patreon they always are in his model mega files, so I think you should ask him if you can still use his hairs as for now they are part of his paid content
