I've been looking for it everywhere but can't find it.

Did some digging and can't find anything. Here are the only clues I have.

- This photo is the thumbnail for the VaM promotion video on vrporn.com
- The video is composed of a collaboration of works between VaM users MiniMax, Oeshii, TheOriginalBatatis and Oronan

My guess is this look was made by MiniMax but was never release to the public and only used for the video.
