Does anyone know the author and origin of this character card? I’d really like to know.

That is most likely an unshared custom look. The scene has AWAKENING's logo in it so it's likely made by them, but none of their scenes feature that look.

I did recognize her bracelet as the one below though.

Looking through the bracelet's dependency usage I saw this one scene with a vaguely similar look. The eyebrows are probably the closest similarity so they probably share the same textures at least.

With a few modifications they could be closer. Like remove the face stickers and glitter makeup, thinner lips with less lipstick, and the hairstyle could've been modified from the one below to remove the twintails.

稍作修改，她们的形象会更接近。比如去掉脸上的贴纸和亮片妆，嘴唇画得更薄一些，唇膏也少一些，发型也可以参考下面的图片，去掉双马尾。
