I think this might be reasonably easy, because the original file is already Blender. Here's a link to the model: https://smutba.se/project/224/

Two things: First, the model can be subdivided for greater detail, but the eyebrows and eye moisture break if not loaded in 2.79.
Second, the eye shaders are a bit wonky, but they do contain the necessary textures.

VaM doesn't work this way. You just can't add any new meshes as full working figures. All you can do (and that is a lot) is to morph the build-in DAZ3D Genesis 2 figure. Doing custom morphs is somewhat possible in a technical margin, but you have to recreate the look completely with some try and error.
There is a way to use external meshes to create a Genesis 2 morph, but that is a highly complicated task.
To create this non-human look would take several days of work. Maybe you try to ask in the VaM "NoOC" discord, where they do all kind of anime or game stuff. Those people are experts to do figures like this.
