Milfy City: Hair Help for a couple of looks Please?

I've been working on 8 Milfy City looks for release and i suck with hair. I have 2 in particular that I could really use help with, a 3rd one is ok but could be better.
I can't get the volume in the hair like the characters in the game.
Once these last details are finished I want to release them!

Here is what i have now:
My version: Celia- Hair is very flat

My version of Judy-hair is too flat

My version of Cindy- This is not as bad as the others, but could be better. It's in 6 parts and would it be possible to have the pigtails hang free yet have waviness?
