Yes, it's a small file since it's only an appearance preset and a couple of morphs. There is no scene or anything else included.
Make sure you are trying to load it through the Appearance Presets tab.

Captain Varghoss updated Mandy with a new update entry:

Repackage

This update repackages the original with a default demo scene and changed clothes. I've removed all non-hub dependencies and made it easier for in-game downloading a viewing.
