Garter mini-dress. Sim is on, the default presets have loose garters. The "tight" ones have tight garters for stockings, and the "down" ones have the top half fall down. Un-dress works on them all.

To change the color just use the usual color picker, to keep the satin look make sure the spec color matches the diffuse.
I created the clothing models myself and the normal maps.
