I've tried disabling every plug in that seems to control heels, feet and toes.
 
There's no mistery, you're changing the feet nodes to Comply and they'll react to the rotation angles and forces.
Why do you want comply on them?

Comply doesn't normally do that. What forces are they complying to? I use comply when I don't want other targets influencing a pose.

What I'm saying is that the feet curl because they're on comply and something is affecting them. This something could be a force, collisions, plugin, rotation physics strenght, a pose, etc, while on your second video nothing is affecting the feet that strongly. What is that something? IDK, it's your scene, could be tons of things you did. I would first check the toes physics and default the values or if it's not a pose you saved.

I don't think I did anything other than use a preset pose and then clicked 'All Joints: Comply' there isn't anything linked. There's no objects in the scene other than the room and the person.

Check the physics values of the toes or click reset. Try also turning off the room to be sure it isn't that.
