nope i can't see them, but i can see them in package manager though, do i need to do anything else to make them visible?
 
@dadirector looking at above pic, saves/person/pose is legacy path
So they are under 'control & pyhsics 1' tab (load pose), not under 'pose presets' tab.

I was able to locate them but when I apply a pose I'm not able to move Characters if I move them they return back to the original position

Sounds like timeline/mocap/animation/something...
if they change back to previous pose there's something animated (that's preventing you to change node position).

You can try loading pose inside new (empty) scene, to see if it works.
EDIT:
...unless pose changes, but you can't move characters, it could be locked XYZ pos (person/move tab).

maybe a Plugin timline, BVH or MMD Player etc active?
When loading poses you have to load a new scene a stand pose without animations plugins etc
go to Person click on Control - Load a pose "not Pose Presets" go to AddonPackage Flattered saves/person/pose and you find the Pose
