I couldn't find a plugin close enough to this so I decided to make one. This plugin is based on Spacedog's Rotate to camera and noone77521's AlignHelper but instead of only rotating an atom to face the main camera it lets you designate a target.
Like Rotate to camera there's a toggle for "Constrain to Y Axis" to allow X axis rotation. I also added a toggle for "Reverse Direction" in case the atom's model faces backward by default. If an atom's model has an orientation that's not facing forward or backward by default you can rotate it manually, then parent link the atom to an Empty with the plugin.
My intended purpose for the plugin was actually to use it with an Empty that also uses the Embody plugin so it could act like an auto-aiming camera. CameraMan by CheekiBreeki is probably the best resource for a realistic operated camera but having this plugin gives me a quick and simple way to setup multiple cameras.
