Head Dress as a clothing item made to look like hair with simmed ears and hair ribbons. The ears aren't great as the layers can intersect, but the ribbons flow well, play around with the sim settings if you want them a little less floatty. I used VamChans Pigtail hair base to blend the back of the neck, but it can look a little off under different lighting colours.
I did the face tattoo and makeup as a decal so it will work with any other skins. I've just adjusted the defuse texture offset on the default skin to make it lighter.
I didn't make all the clothing from the image in the request, and she seemed to be missing something, so I did some research and added a lore friendly back tattoo as another decal (geek points for anyone in the comments who knows what it says.)
I I didn't do any adjustments to the look, so no custom morphs for this, just the clothing and decals.
