Having an issue where the jaw is snapping open or the tongue clips out of the bottom of the jaw when loading into other scenes. turning collision off solves the issue, but creating scenes with that off is proving difficult

It's a side effect of making extreme changes to the head shape. Disabling Tongue Collisions under Jaw Physics & Triggers instead of all collisions should solve that problem.

it's good but i have a little problem that when she looks down, her eyeballs have a big gap blow. how to fix it

I'll be honest I never bothered with your older versions as they looked pretty derpy, but you've hella knocked it out of the park with this v3 rendition; the proportions seem spot on. It'll be a perma-installed addon for me now. Bout out only thing I'd say still needs work is the textures being pretty plain.
