Assets Edonian Streets V2

Sorry for this,
I messed up some where , should work now that night goes to day
not sure why but the asset location was not centred.
and the spot lights are on at night along with added experimental fake bloom effect on the lamps
that looks a bit better.

i tested the var , seems ok.

Noticed the hanging cables didn't look right , should have been transparent
and checked other textures .
added unity spot lights .
