This is just a simple unlit shader for use with regguise's Custom Shader Loader plugin. There's one version that is plain unlit and another version with an outline. Not sure if I implemented it correctly, but the outline is based on the inverted hull style and it has a shader properties .json to control the outline's color and width.
For me the shader's intended use is to imitate a very simplistic cartoon style. If you want any shading it needs to be baked directly into the diffuse textures. Specular and gloss textures won't do anything nor will any light based features. Post processing effects like bloom and custom LUT can still affect colors though and can cause issues like highlights being blown out.
