Is it possible to select body parts that are not visible in the selection window, like glutes or head itself, and not its control nodes?

Sometimes.

E.g. when you select a parent atom for a hand, it allows to select the head/glutes/etc. directly. Useful to make stuff follow body parts.

I mean these things. I wonder if there is a plugin that allows you to form a parent link from these green circles to other body parts. For example, I want glute to follow hand , to do this I need to form a parent link from the glute to the hand, but I don't know how because the glutes can't be selected.

Ok I see. You can't. these are not control node. You can't control joints, like links between controller nodes. Glute is just a morph shape joint, that use Hip and thigh to move.
You asking to move a person without his bones. If that make sense.

What you would do is select the hand control node (lHandControl), then choose the non-control node to link it to. I don't use parent links much. I prefer Physics links. There's no script to do this, it's just part of posing a character. When you save a pose preset, that relationship is saved. Be aware that having parent/physics links active as soon as animation starts can cause bad things to happen.
