I tested the pose preset you provided. On the "Control & Physics 1" tab the "Detach Person Root Control" option was enabled with the pose which might be the cause. Also on the Control tab of the head controller the "Allow Possess/Grab" options were disabled which would prevent moving that as well.

I think it's That Campus Girl by IAmAFox. It seems like they deleted the resource though.

I think I know what the issue is. Since rotation treats certain values the same like 0° and 360°, there's technically nothing changing. To achieve a 360° spin you have to do like 180° as a keyframe in the middle, then a 90° keyframe in the middle between 180° and end keyframe of 0°, or just the...
