Im new Installing and getting this problem and i dont know whats wrong.

Where's your VaM folder? Needs to have write access permissions.

so ive tried moving it all over the place an nowhere has been working

To be on the safe side, download the vam_updater.exe file, place it in a new folder like C:\VaM, and run it.
If you still have the issue right at the start you'll want to try using a VPN to download it.
