Micro draped Skirt + frilly belt. Lots of presets as usual, sim is on.
The skirt has "stiff" versions that make the top part stiffer.
The frilly belts are separate items, sim off.
Preview mocap is from vamtimbo.

spec, Normal and Sim maps.
To change the color just use the usual color picker, to keep the satin look make sure the spec color matches the diffuse.
