Lighting plugin for specific targets

I’m looking for a plugin for lights that will only affect the target I want to apply it to. I know I can adjust the IBM filter but that doesn’t solve the problem.

Use the in game Hub and in the search box type light. You should be in the 'plugins' category. There's a light plugin mad for just that. I can't remember the name but it has a pic of Ellie from last of us on it....I think it was Cheezy FX or Stopper that made it.
