Best way I have found to make a ponytail is to create a hold ball and a pull ball (just about head sized). Pull your hair to create your ponytail, then disable the pull tool. Place the hold ball over the ponytail so it's edge is close to the base of the head. Then take your disabled pull ball and place it on the head so it just overlaps. Turn down the pull strenght to about 1/4. Turn on the pull ball and disable it when the ponytail base has tightened up to how you want it.
