Fatal Error Occurred During Installation- f_rsm_mat

I've relaunched my install a good 8-10 times now. It keeps hitting a fatal error when attempting to install this specific file, and I cannot get around it. Using the launcher v2.3.0.0 and installing the latest patch, VAM 1.20.77.2

Any ideas? Here is the error message:

turn off VPN and AV during the download... or add exceptions to allow that folder and the VAM_Updater.exe in AV ... something may be getting changed in AV, or some third party is man-in-the-middle-ing you (though highly unlikely) and the updater doesn't like the file hash. Are you doing this behind a school or work proxy? That can fuck it up too.
