Have you ever tried to use the hair creation tools for vam? Something this detailed probably needs to be a custom unity asset, but most of the ones I've seen are a more anime look.
Edit. Prestigitis managed this with real hair somehow (I'm assuming by black magic)

Yes I tried other styles but I'm horrible in that and my pc is too slow.
