Anime style hairs (CUA? Clothing?)

I'm starting to learn how to create things in VAM (and I'm a newbie in 3D modeling too), sorry if this is dumb question :(

I have seen many looks have CUA hairs (which they are usually a problem, and we need plugins like CUAManager) and also some hairs are part of the Clothing.
This usually happens with anime hairstyles

Is this because is impossible to create thos hairs with the normal hairstyle system from VAM?

Why some of them are CUA and some of them Clothes? what is the difference or pros/cons of both alternatives?

Is possible to import any custom 3D model hair using that trick? for example this one:

(nothing special about it I was just searching hairs)
and if yes, will that hair have some movement and collision? (I see this is possible but not sure how they did it)

Lastly, is there any tutorial/guide to make those hairs? I'm a bit lost in this and I don't know how to start :/
