INSTALLATION

Save the file in your VaM\AddonPackages directory.

This is a Hair asset, not clothing.  You'll find it in your Hair tab

KNOWN ISSUES

First time trying out VaM new packing system, so let me know if it doesn't work, or what I should've done better?

I think there's a bug in v.1.19 cause  the Ushanka with the flaps down did not work in 1.18.  The flaps would get caught with the neck/shoulders and not move.    So it may not work in next update.  The regular one with the flaps up don't have that issue, so it should work in future versions.

While I lucked out and got this to work, a different mod I was working on did work with new vam version.  

The only other issue is hairstyles clipping.   You'll have to use slim/tight hair styles cause the hat is pretty close to the head.  It was bigger in v.1.18, but the bug making this work also reverted back to smaller size.  You will have to style the hair to avoid it clipping (specially the flaps down version of the hat)  I'm using the default Sim2 hair style cause you could move/rotate it.
