VAM Plugin: FPS Cap (Desktop Mode / non-VR)

A small convenience plugin that limits the frames per seconds (FPS) in Desktop / non-VR mode, to take the load off your computer. 

By default, VAM will run as fast as it can. While this results in a smooth display, it may lead to your computer heating up and running the fans to cool it down, which in turn will increase the noise level of your computer. 

With this plugin, you can set the intended frames per second and fine tune the balance between a smooth display and a smooth performance. Note that the FPS will not hit exactly the value that you've chosen, but it will roughly orbit around that value, e.g. if you've chosen 60 fps, it will usually render at around 60 to 65 fps.

Please note that the FPS Cap setting will not affect the framerate in VR mode. My assumption is that the VR hardware controls the framerate and therefore ignores the target framerate.
