Jill had a ton of Different look. RE(96), RE3 Concept Art, RE3, RE(2002), RE5, Rev1, RE3R. None of them were close to the Concept Art you used here(RE3 Concept Art). But the Remake Jill has been choosen to Match Physical and Psychological aspect of the character.
