If the shaft is the cause, then it's the morphs used on it and you can use the built in morphs to help shape it as best as you can. But to be honest it can be almost anything listed. I'm not sure if collider adjustment can be another reason or a fix. Heck it can even be your system build if... -

VaM 1.x Penetration collision
You can turn off the high quality physics, use a different set of penis morphs if not using the built in ones, use different female genital morphs or turn off soft body physics. Any of those can cause flappy lips. Not sure if a plugin can cause it but you never know. Sometimes it can be fixed by... -
