No I don't have turtlebackgoofy's C source files for SkinMeshPart DLL and the rest of the changes are tweaks to VaM itself and that code belongs to Meshed.
It does make sense that this error is correlated with v13 because part of the performance improvements and reduction of stutters are around controlling the garbage collection.
What is still unknown is why is occurs for some and not for others

I was also getting the 'too many heap sections' error months ago with 13beta1. I have since been picking apart the installs in order to do this update. I was surprised not to run into that error again. One difference between now and then is that I am using BA to reduce the number of vars loaded...

That setup is for 16 cores. Your 9900K has 8 real cores. Try the same settings I use on a 13900K (which also has 8 real cores, not Intel E cores)

The version of VaM the patch was built for needs to be used for stability. Mix matching may result in crashes. See this section for the versions of VaM for each version of the patch.
